Alvin ISD is executing a $380 million bond program approved by voters in 2024.

District documents allocate nearly $225 million to new campus construction. This funding covers two elementary schools, a new junior high, and a replacement for Walt Disney Elementary. An additional $144 million addresses aging facilities and capacity constraints at Alvin High School and Manvel High School.

Construction on Emmit Miller Elementary started in the fall of 2025. Crews are currently installing mechanical systems, interior framing, masonry, and plumbing. The school is scheduled to open for the 2027-28 academic year with a capacity of about 800 students. Earl Humbird Elementary began construction in the summer of 2026. This single campus will replace both Walt Disney and Stevenson Elementary. It is set to open for the 2028-29 school year.

Work at the high school level is also underway. Portions of the Alvin High School campus have been demolished, and crews are performing underground utility work. At Manvel High School, preliminary designs include a dance gym, culinary lab, and robotics shop. The proposed site plan features separate drop-off routes for parents and buses, as well as a pedestrian path for students living in the Bluewater Lakes and Valencia subdivisions.

The district is also completing security vestibule improvements at 23 campuses. This is the second of three planned summer construction phases, with the final phase scheduled for summer 2027. Cecelia Jones Elementary and Joan Young Junior High remain in the district’s long-range plans, with design phases dependent on enrollment growth.
