A 20-year-old US Marine faces murder and robbery charges for the killing of a Japanese woman in Okinawa. Prosecutors indicted Devin Jacob Ballard on suspicion of strangling Anna Yagi, 39, at a hotel in Naha. The incident occurred on October 3 at a lodging facility in the prefectural capital.
Ballard was stationed at US Marine Corps Air Station Futenma. Investigators allege he used a telephone cord to kill Yagi. He then took her backpack and wallet before leaving the hotel. Security footage reportedly shows a man matching the suspect's description entering the building with Yagi and exiting alone with her property. Ballard has denied the allegations, though investigators said he made statements suggesting his involvement.
The case has drawn sharp criticism from local leaders. Prime Minister Sanae Takaichi described the crime as brutal and heinous. Her government registered a strong protest with the US and demanded strict disciplinary action. She called for thorough measures to prevent similar incidents in the future.
Okinawa Governor Genta Koja stated that the prefecture has repeatedly asked the US to act to prevent such events. He viewed the alleged crime as a sign of a lack of discipline among US military personnel. The US Marine Corps said it is actively cooperating with Japanese authorities. The service also extended condolences to the victim's family.
Okinawa hosts the highest concentration of US troops in Japan, with approximately 55,000 soldiers stationed there. Previous crimes involving US servicemen have sparked anger and protests in the region. In 1995, tens of thousands marched after the abduction and assault of a 12-year-old girl. More recently, four sexual assault cases involving US troops were recorded in 2024. One of those involved Air Force member Brennon Washington, who received a five-year sentence for rape and kidnapping.
In 2025, Marine Lance Cpl Jamel Clayton was sentenced to seven years in prison for sexually assaulting a woman. The current case has reignited public debate. About 100 people protested in Naha and Tokyo earlier this month. Social media users expressed outrage, with one commenter stating that enough is enough.
The indictment marks the formal charging of Ballard in the case. He remains in custody as the investigation continues. The next step in the legal process will be a trial in the Japanese court system.
