Defense ministers from France, Germany, Italy, Poland, and the United Kingdom convened in Paris on Monday to assess the trajectory of the war in Ukraine. The gathering marks a continuation of diplomatic efforts to solidify European support for Kyiv, following a similar summit in Berlin in June.
The meeting occurred amid intensified exchanges of fire on both fronts. In southeastern Ukraine, Governor Mykhailo Semikin reported that four people were injured in a Russian strike on Zaporizhzhia early Monday morning. Ukraine’s emergency services subsequently confirmed two additional injuries resulting from attacks on the Chernihiv region.
Russian forces reported striking critical infrastructure across Ukraine. The Ministry of Defence announced hits on a power station in Kharkiv, a warehouse nearby, and a power station in the Khmelnytskyi region. The ministry also claimed it targeted port infrastructure in Chornomorsk and a cargo vessel bound for Odesa, stating the ship was being utilized for military purposes.
On the Russian side, Ukrainian drones struck the city of Voronezh, killing two people and wounding seventeen. Regional Governor Alexander Gusev stated that debris from the drone fell on a commuter train in a left-bank suburb, injuring many of those aboard. Gusev noted that two individuals were seriously wounded on the train. The attack also ignited fires at several industrial businesses, a central business centre, and a residential building, though industrial sites sustained limited damage.
The conflict has entered its fifth year, characterized by Ukraine’s focus on Russian oil refineries and Russia’s sustained air campaigns against Ukrainian territory. President Volodymyr Zelenskyy stated in a Sunday interview that Kyiv would halt refinery strikes only if Moscow ceased attacks on Ukrainian power infrastructure. He urged the United States to either permit the use of Starshield over Russia to detect missile launch sites or provide Patriot missile systems.
Ukraine confirmed on Saturday that the Starlink satellite system and its military variant, Starshield, had resumed full functionality after a week of operational restrictions. The interruptions had disrupted military operations and increased friction with Washington. Diplomatic negotiations between Ukraine, Russia, and the United States are scheduled to take place in Abu Dhabi in the first half of November.
